For many years, Shahalta, a small European city-state that hovers in the sky, has been isolated from the rest of the world. To mark its recent transformation from a monarchy to a republic, the government has organized a national exposition to showcase their most valuable treasures. Lupin plans to infiltrate the exhibition and steal the priceless royal artifacts. Sadly, Lupin discovers that a group of sky pirates has already plundered the loot.
