After triumphantly seizing control of Van, the capital of the Amidonian Principality, Kazuya confronts a delegation from the Gran Chaos Empire seeking to impose sanctions for violating the ban on warfare established by the Human Declaration Treaty. Despite the gravity of the situation, Kazuya devises a strategy to avoid needless hostilities and form new alliances.
