A fresh urban legend is circulating in Tokyo, claiming that those who make an appeal on the Ask-a-Thief Channel will summon the Phantom Thieves of Hearts. These enigmatic vigilantes will then steal the hearts of corrupt individuals to rectify their misdeeds. As inexplicable occurrences continue to happen throughout the city, an increasing number of people are turning to the Phantom Thieves for their help. After dark, Kazuya Makigami lives a life of crime, but he's starting to question the company he keeps and the illegal activities they partake in. Unsure how to approach his comrades, Kazuya decides to submit a plea to the Ask-a-Thief Channel instead.
