The story is set in the futuristic Ayanagi City, which is located near the Japan Sea. It explores the repercussions of the deadly "Apathy Syndrome" tragedy that occurred a decade ago. Shin Kanzato, a high school student, reconnects with his estranged older brother, Ryō, who is now the Chief of Police in Ayanagi City, and his younger sibling, Jun. The city experiences bizarre incidents, such as the disappearance of a submarine crew, global symptoms of soullessness, and the discovery of a student's inside-out corpse. While Ryō investigates these occurrences, Shin gets entangled in the chaos and unleashes his "Persona."
