A large team of engineers from across the globe has gathered to oversee the implementation of the "Pacific Buoy," an offshore structure designed to integrate security cameras owned by police forces worldwide. Testing a new technology based on facial recognition is also taking place on this platform. At the same time, Conan and the Detective Boys are visiting Hachijo-jima upon Sonoko's request when they receive a call from Subaru Okiya. He informs them that Jin, a member of the Black Organization, has murdered a Europol employee in Germany. Conan becomes uneasy and decides to secretly investigate the facility. There, he discovers that the Black Organization has kidnapped a female engineer. Worse yet, they have obtained a USB drive that possesses certain information vital to their cause. Meanwhile, Ai Haibara senses an ominous presence lurking around her.
