The robotics industry experiences a rapid global advancement in an alternate version of the 21st century. Daiwa Heavy Industries establishes Japan as the leader in robotic technology and manufacture by 2050. However, the integration of robotic enhancements into the human body results in blurring the line between man and machine, leading to a sudden shift in world opinion. In response, the U.N. passes a unilateral ban on further research and development of robotics in 2067, causing Japan to vehemently object but fail to prevent its passage. Consequently, Japan withdraws from international politics and adopts a policy of high-tech national isolation, except for trade. A decade later, bizarre incidents prompt the American technology police agency, SWORD, to suspect that Japan has hidden extensive development of banned technologies using the RACE network. SWORD deploys a specialized unit to infiltrate Japan clandestinely to gather intelligence on the country.
