Akane Tsunemori continues to serve as an inspector, upholding the judgments of the Sibyl System, a year and a half after the events of the original sci-fi psychological thriller. Along with new enforcers and junior inspector Mika Shimotsuki, who blindly adheres to the Sibyl System, Akane questions the nature of her work and the authenticity of Sibyl's verdicts. However, their concerns are sidelined as a new threat arises. An unknown individual gains control of the Crime Coefficient, which Sibyl uses to evaluate mental scans and identify potential criminals. This perpetrator kills an enforcer and leaves behind a cryptic message: "WC?" written in blood. Division 01, including Akane, must engage in a deadly game against their enemy. They confront a conspiracy that not only challenges the authority of the Sibyl System, but also shakes Akane's foundations.
