The storyline of the movie revolves around Satoshi and Pikachu's initial meeting. Despite Pikachu's unwillingness to cooperate, Satoshi remained determined to befriend him. As they left Masara Town, they caught sight of a flying Houou and made a promise to one day seek it out and encounter it.
