Sakamoto Ryunosuke and his youkai sidekick Nekomaru make their way back to Kyoto from Shanghai in an alternate Meiji Era storyline. The law dictates that a youkai must possess a license to live alongside humans. However, efforts made by the Kidou Shinsengumi Co. Ltd. to capture unlicensed youkai are impeded by the Tsubamegumi's opposition to the regulation. The plot thickens as it is disclosed that Ryunosuke is the Shinsengumi owner's offspring.
