In the year 2808, the Cyber Police enlist three felons to help control major crime in Oedo (previously known as Tokyo). In exchange, their lifelong imprisonment will be shortened for each successful undertaking. But, to ensure they fulfill their duties, the police have equipped them with particular neck collars. The collars will self-destruct if the convicts try to remove them or if the mission extends its deadline.
