At first, the Tokyo governor is in danger, however, thanks to Conan's speedy reactions, a catastrophic explosion in a subway tunnel is avoided. As the story progresses, Conan uncovers a feasible link to a village that was uprooted and destroyed to create a dam. Conan hastily sets out to prevent the offender from causing further harm.
