Seijuurou Kamiyama, the esteemed head of the Imperial Combat Revue's Flower Division in Tokyo, embarks on an undercover mission in 1941, a year after defeating Sotetsu Genan. During his absence, Sakura Amamiya takes on the role of temporary commander. On one occasion in Europe, Kamiyama entrusts the care of young Russian girl, Klara M. Ruzhkova, to the Flower Division. However, complications arise when Moscow Combat Revue's captain, Valery Kaminski, journeys to Tokyo to retrieve Klara, forcing the Flower Division to intervene.
