The Koua academy strives to cultivate Japan's most promising individuals and students, with the ultimate goal of preparing them to be leaders. However, there is growing concern regarding a rise in suicides within the academy, and a lack of transparency surrounding the issue. To tackle this problem head-on, Fujimiya Aya is tasked with infiltrating the academy in disguise as a teacher. The suspicion is that the academy is involved with global terrorist activities. To thoroughly investigate this possibility, Hidaka Ken and Kudou Youji are assigned by Persia to join Aya in her mission. Together, they aim to uncover any links between the Koua academy and such incidents, and to reveal the truth.
