Kyousuke Hyoubu is the leader of a group known as P.A.N.D.R.A. Possessing exceptional abilities, he has been labeled a dangerous outlaw due to past betrayals. However, his tough exterior is counterbalanced by his compassionate nature, particularly towards ESPers who suffer at the hands of humans. This has prompted him to employ force where needed to rescue these individuals, and as a result, Kyousuke has earned their loyalty. Through his efforts, P.A.N.D.R.A. has transformed into a sanctuary for suppressed ESPers.
