In 2010, Hyper Hurricanes emerged worldwide and caused extensive destruction resulting in the death of five billion people, reducing the global population to three billion. Economies and militaries were decimated, leaving countries enveloped by ice and plains submerged in water, triggering a dramatic shift in the world. Humanity plunged into an era of chaos, marked by widespread poverty and sprawling slums beyond designated economic zones. The ruling elite, known as Logos, maintained their power through militaristic control, branding the underprivileged as Revenus and banishing them outside the favored areas. As time elapsed, Katsuragi Jo and Tsurasawa Jin evade being watched by the Phantom, a group responsible for surveilling Revenus and suppressing renegade elements of Logos. They, along with a mysterious girl named Noto Sana, flee. Numerous parties express interest in her, all with differing motivations.
