Following the Tsukiyama Family Extermination Operation, the Commission of Counter Ghouls (CCG) has gained immense power and is unwavering in their mission to eradicate every ghoul in Japan. Having left Quinx Squad, Haise Sasaki, now detached and unfeeling, takes on challenges from the CCG without considering their difficulty. However, memories of Ken Kaneki resurface, leaving Haise in an internal battle while his newfound apathy affects those around him. Quinx Squad, mourning a member's death without their former mentor, struggles as they continue to serve the CCG. Despite this, both Haise and Quinx Squad are forced to complete their obligations to the CCG, despite growing whispers of a corrupt force behind their actions.
