In Yabitsu, a thriving town boosted by the nuclear generator from the catastrophe, resides Keel, whose relative Aoi is the New United Nations' secretary-general. Aoi envisions creating a new world where nations can work together to overcome racial and religious differences. However, her aspirations are thwarted by the nations' reluctance to evolve. On the other hand, military officer Gould believes that only the military can impose order. In a bid to take control, he employs the nuclear submarine Ulysses, which includes Keel's brother Tean, to stage a coup and wage war against the New United Nations in Yabitsu.
