In futuristic Tokyo, a group of female police officers engage in a fierce struggle against a monstrous foe. One of them is Katsumi Liqueur, a woman of American descent with Japanese roots who recognizes the creature from a previous encounter. While on a visit to Tokyo to see her sick mother Fuyuka, Katsumi finds herself in an alley witnessing the battle unfold. Rally Cheyenne, the leader of the police women, meets with Katsumi, whom she had been expecting. Despite the urgings of her companions, Katsumi refuses to help in the monster-fighting efforts due to her disbelief in the existence of magic.
