Tokyo experiences an unprecedented snow storm, and it is revealed to the Sailor Senshi that a malevolent snow queen named Kaguya intends to encase the entire earth in ice. The responsibility of thwarting the Queen falls upon both the Inner and the Outers Sailor Senshi. In the midst of this, Luna develops feelings for a human astronomer named Kakeru, who is dating an astronaut preparing for a space shuttle mission. Kakeru falls ill, and Luna longs to be a human so she can assist him.
