A decade has elapsed since the end of Bakumatsu, a time of war when citizens rose up against the Tokugawa shogunate. Their aim, to establish a peaceful and prosperous nation that was free from repression. However, ten years into the new Meiji era, tranquility remains elusive. Despite the ban on swords, people continue to be slain on the streets, war veterans' orphans have no place to call home, and the administration seems content with filling their pockets.
