The war-ravaged South East Asian Union (SEAUn) trials the system to gauge its effectiveness in foreign domains, striving to establish stability and tranquility in the town of Shambala Float and regulate the population in the process. Nonetheless, a faction of anti-Sibyl extremists infiltrates Japan, and the Ministry of Welfare's Public Safety Bureau obtains credible proof that they receive support from Shinya Kougami, a former Enforcer who turned renegade.
