As Volcanion falls from the sky, Ash inexplicably becomes linked to the elusive Mythical Pokemon. Although Volcanion is reluctant, Ash feels a strong urge to assist in its quest. Together, they embark on a journey to a metropolis powered entirely by machines. Unfortunately, a corrupt minister has gained control of the mightiest invention, the Artificial Pokemon Magearna. The minister covets the legendary machine, created centuries ago, and aims to exploit its power for his own selfish gain.
