Once a year in Fula City, the Wind Festival takes place where the locals coexist with the wind. During the festival's final day, the mythical Pokémon Lugia appears to grant the wind's blessings upon the people. This movie delves into the personal stories of various individuals. Among them are Lisa (Risa), a novice Pokémon trainer, Callahan (Kagachi), who compulsively deceives others, Toren (Torito), a researcher struggling with self-doubt, Harriet (Hisui), a senior citizen with an aversion to physical contact with Pokémon, and Margo (Largo), a mysterious young girl who oversees the forest by herself.
