"The World" is an entity that brings peace to the futuristic era. Despite its unknown location, it has been overseeing Earth for so long that war is now just a myth. The airship, Norn, has the responsibility of delivering nine ability users to The World. Norn takes off after collecting the last member, with eight men and three women on board. Koharu is one of them, who despises her destructive power but is happy to finally escape her loneliness. Mikoto Kuga, who hails from a noble family, uses her barrier skill to protect Norn and the people it carries. Nanami Shiranui, who has committed a past sin and wishes to die, has an ability that only causes suffering. During the journey, the passengers become suspicious when they realize that the number of people on board is not correct. As they try to identify the stowaway, an unknown attacker targets Norn, determined to hinder its progress. This chaos gives rise to questions regarding their powers and what they must do once they reach The World.
