Late one dark night in New York City, Ryu is pursued and assaulted by hired assassins. After dispatching them, he comes across an I.D. card for the Friedman Company. The next day, news breaks that Dr. Ned Friedman has discovered an effective cure for cancer. However, offering no details during his press conference, journalist Sarah teams up with her buddies Robert and Jeff to probe further. While passing by Dr. Friedman's house, Ryu overhears the cries of a young girl in peril. Sarah's team joins Ryu in a search of the premises, where they uncover the doctor's sinister live human experiments involving biotechnology, possibly linked to Evil Gods whom Ryu had vanquished before. But when Ryu's friend Irene gets kidnapped, he must return as a Dragon Ninja to vanquish this new foe and rescue her.
