Sacco City is oppressed by Optimums, a terrorist group that rules over the thousands of immigrants residing there. In the year since they took control, the organization has imposed new laws and classified Far East immigrants as East Refugees. He Jiang is a fiery young woman who travels with her father, He Chang Feng, as he delivers goods throughout Sacco City in their truck. One day, the Klee, a military police force, arrests them both for possessing a sword. During the ensuing altercation, He Chang Feng is killed, and his daughter is sentenced to eight years in prison. After her release at the age of 24, He Jiang, with the help of newfound friends, locates and restores her abandoned truck. As she embarks on deliveries around the city once again, she faces many obstacles. The Department of Security discriminates against her and the other East Refugees, forcing He Jiang to fight back. However, if she hopes to have a fighting chance, she will need to gain more supporters.
