Upon arrival at Rikkyoin High School, Chihiro Enomoto, a freshman, immediately became enamored with Tokino, a girl with orange hair whom he met in the school library. Ever since losing his parents in a fatal car accident at the age of 10, Chihiro has lived with his older sister Shinobu, who he dutifully assists with cooking and cleaning. However, Chihiro's childhood friend, Ritsuko, and chair of the student council, also developed feelings for Chihiro during their long-awaited reunion. As the story unfolds, a one-year campaign ensues among the candidates for the next student government leaders, all chosen by lot (kujibiki), to obtain the coveted position.
