The OVA depicts Tobi narrating the story of Konoha's origin, where ninja initially fought for their own clans. Eventually, the most powerful clans, the Senju led by Hashirama and the Uchiha led by Madara, agreed to a truce, resulting in the establishment of Konoha - the first hidden village organization. However, Madara became worried about his clan's future and tried to gain their support to overthrow the village's leadership, which was rejected. Consequently, he left the village, only to return later with the Nine-Tails to challenge Hashirama at the Valley of the End. Although Madara lost the battle and Hashirama captured the Nine-Tails, Tobi asserts that the fight was far from over and that the Fourth Shinobi War had only just begun in the epilogue.
