Despite Japan's gradual progress after the burst of its economic bubble, corrupt politicians continue to form alliances with questionable businessmen to reap benefits at the expense of others. One such agreement involves Oshika Construction's leader, Keiichi Suzuki, and parliament member Seijiro Matsuzaka, who grant business permission to the former despite using fewer materials. The Government Crime Investigation Agency, which privately operates as Japan's counterpart to the FBI, is already investigating the matter. Jotaro Zaizen, presumed deceased, leads the team that opposes Suzuki and Matsuzaka and enlists members who share their interest. To counter the GCIA, Suzuki hires the yakuza clan Haoukokuryu-kai.
