In the year 2034, two years have passed since Motoko Kusanagi departed from Section 9. Togusa has taken over as the team's new leader and they have expanded their personnel. This newly expanded Section 9 must face a series of complex incidents, which lead to the discovery of an ultra-skilled hacker called the Puppeteer, who is behind all the chaos. During his own investigation into the case, Batou comes across Motoko, who warns him to stay away from the Solid State Society.
