While wandering in his neighborhood, Nobita happens upon a ball of wind resembling a creature. The wind-ball had arrived from a distant land, carried by the recent typhoon that passed through the locality. Nobita gives it the name Fuuko. Eventually, he, along with Doraemon and their pals, uses the Anywhere Door to take Fuuko to the expansive countryside. In that place, they discover the Wind and Storm Villages as well as Fuuko's true identity. However, they soon find themselves in a situation where they must safeguard Fuuko from both the Storm Village and a possessed Nobuo, who is being manipulated by the former leader's spirit.
