During a live TV broadcast, Mina Tepes, the supreme ruler of all vampires, shocks the world by announcing their existence and unveiling her plan to erect a sanctuary called the Vampire Bund in Japan for her kind. She plans to use her family's wealth to pay off the country's debts in exchange for this haven for her nocturnal peers. Nevertheless, her idealistic vision clashes with the opposing views of humans who perceive her as disingenuous in her pursuit of peace. Despite his lingering distrust towards vampires, Akira Kaburagi blithely lives on, unaware of the sparks of unease they ignite within him. His fateful meeting with Mina, however, draws forth forgotten memories that prompt him to shield her from danger, despite his lack of comprehension of why. What he discovers about himself turns out to be even more astonishing: he is a werewolf destined to protect the vampiric queen, even at the cost of his own life.
