The movie is a humorous action-packed adventure that takes place in a science fiction dystopian future world. Tamiko Kaneari, who is set to be Shinnosuke's future spouse, uses a time machine to travel back in time. During her visit, she reveals that her father - Masuzo Kaneari - has captured the adult version of Shinnosuke in the future and the only way to rescue him is by obtaining the power of a five-year-old Shinnosuke. To make things right, Tamiko takes the young boy and members of the Kasukabe Defense Forces to Neotokio - a futuristic metropolis - that is governed by Masuzo Kaneari, who is also the president of Kaneari Electric, an enormous electricity firm.
