Kikko proves to be an invaluable ally and is subsequently recruited by the agency. Years later, tension brews in Tokyo as suspicions towards superhumans run high. Government corruption, conflicting justice opinions, and debates about superhuman rights exacerbate the discord between humans and the supernatural minority. Jirou, once a superhuman recruiter, becomes a wanted criminal and must elude his former hires, navigating the rainy back alleys of Shinjuku in search of refuge.
